The decision of the 84th session of the Dnipro City Council, adopted on August 19, 2026, officially established a new founding date for the city \u2013 1526 \u2013 and this date has now been entered into the Charter of the Dnipro territorial community. Thus, this is no longer a scholarly hypothesis or one of several historical concepts: 1526 has become the officially established date from which the city traces its history. <\/p>

<\/p>

The adoption of this decision was preceded by extensive work that lasted over a year. A special working group, which included historians, local historians, and archaeologists, studied historical, archaeological, cartographic, and written sources, and its conclusions became the subject of scholarly discussions and public debate. Prior to the city council’s consideration of the matter, public hearings were held in Dnipro, where participants supported the proposal to regard 1526 as the beginning of the city’s history. <\/p>

<\/p>

It is with this year that researchers associate the existence of the settlement of Stara Samara on the territory of present-day Dnipro, in the area where the Samara River flows into the Dnipro. As Deputy Mayor of Dnipro Andriy Denysenko noted, Stara Samara emerged in the 1520s, and later Novy Kodak became one of the most developed centers of Ukrainian Cossackdom. The development of this network of settlements \u2013 a kind of Cossack agglomeration \u2013 is viewed by the working group as a long-term urbanization process that ultimately led to the emergence of the modern metropolis. <\/p>

<\/p>

Doctor of Historical Sciences, Professor Serhiy Svitlenko emphasizes that the question of revising the traditional founding date of Dnipro has been discussed by Ukrainian historians for about a quarter of a century. In favor of an earlier chronology, written and cartographic sources, the results of large-scale archaeological research, over six thousand discovered artifacts, and thousands of square meters of excavations have been cited. In the scholar’s view, the totality of this data points to the continuity of the urban process on the territory of present-day Dnipro and allows us to speak of the Ukrainian Cossack origins of the city. <\/p>

<\/p>

Disputes over the founding date have actually been going on for much longer: for a long time, the founding date of our city on the hills of the Dnipro’s right bank was considered to be 1787 (in 1887 the centenary was celebrated, and in 1967 the 180th anniversary), but then in 1972 it was decided to hold a jubilee by moving the founding date to the 70th anniversary of Leonid Brezhnev, and the date was changed to 1776, declaring the failed and abandoned construction of Yekaterinoslav-Kilchensky on the left bank of the Dnipro at the confluence of the Kilchen River into the Samara as the “only essence,” which allowed for the celebration of the 200th anniversary and unexpectedly made our city a contemporary of the United States. Understandably, even now, after the approval of the new dating, scholarly and public discussions exist and will continue. Some researchers question how correct it is to identify the earlier settlement that existed on the territory of the modern city directly with the beginning of Dnipro’s history, rather than viewing it as one of the historical predecessors of the modern city. However, the existence of such discussions does not change the decision adopted by the city: after the corresponding amendments were made to the Charter of the territorial community, the official founding date of Dnipro is 1526. <\/p>

<\/p>

This decision also carries important symbolic significance. At the official level, Dnipro has abandoned the previous tradition of counting its history from 1776 and linking the city’s emergence exclusively to the founding of Yekaterinoslav by order of Russian Empress Catherine II. The new chronology affirms a much deeper history of the city, its Ukrainian Cossack roots, and the continuity of settlements that existed here long before the arrival of the Russian Empire. As Professor Serhiy Svitlenko emphasized, in this way Dnipro affirms Ukrainian historical memory, consciousness, and identity, and rejects imperial and Soviet notions of supposedly uninhabited pre-imperial lands. <\/p>

<\/p>

But something else is fundamentally important: after the decision of the 84th session, it is no longer just a matter of which historical concept seems more convincing. The public hearings have concluded, the arguments of the parties have been presented, the decision has been adopted, and the new date has been entered into the foundational document of the territorial community. Therefore, today Dnipro’s 500-year history is an official municipal fact: the city traces its chronology from 1526. <\/p>

“Here, on the territory of our beloved city, people have always lived. And when you now, residents of Diyivka, Sukhachivka, Taromske, Mandrykivka, Lots-Kamyanka, Kodak, Stara Samara, Manuylivka and beyond, hear me, know that this is YOUR history and the history of YOUR ancestors,” emphasized Dnipro Mayor Borys Filatov, commenting on the decision adopted by the city council. “Because you are the descendants of those to whom [a certain ruler] once came to say that he was ‘founding’ a ‘new’ city here. Although it existed long before that.
